Cyberpunk is science fiction of "high tech, low life": advanced technology layered over social decay, told in a noir register with morally gray anti-heroes. The genre borrows its investigative structures and weary protagonists from noir and its worldbuilding runs on scarcity, corporate power and body modification.
Its worldbuilding consequences are exactly where long-series continuity bites: every augmentation, debt and faction allegiance is a canonical fact with costs attached. See Sanderson's laws for why that matters.
